Bi-County Parkway Opposition Grows
GTCA granted Consulting Party Status for Sec. 106
The last 6 months have been a whirlwind of activity. The public outcry against VDOT's Bi-County Parkway (BCP) has gained strength. State and local elected officials have been steadfast in their opposition as VDOT has scrambled to provide an ever-changing rationale for the BCP. VDOT and the National Park Service have been negotiating a "Programmatic Agreement (PA) required under Sec. 106 of federal law. This highly technical document purports to mitigate the adverse effects of the BCP on the Manassas Battlefield Historic District and the Manassas National Battlefield Park. GTCA was recently approved as a "Consulting Party" for the Sec. 106 proceedings and will be providing input on the latest draft of the PA document. Consulting Parties do not have any legal authority to block the agreement, but we can make sure that your critical voice is heard in the deliberations. GTCA remains opposed to the BCP as presently proposed by VDOT.
